Never mind the fact that unlike tapes or CDs or other methods of storage, hard drives are mechanical, active devices and are thus subject to comparatively rapid breakdown. In the "empty" drive, we haven't set the switches to anything, so they don't contain "real" data, they just happen to be set a certain way, that doesn't mean anything. It's possible that when your friend installed your hard drive, he partitioned it so that your C: partition is much smaller than the total 2 TB.
