There might be 2 possible reasons behind this problem: Your system administrator applied the restriction using Registry Editor or Group Policy Editor. I did a search in the registry (using regedit which works!!!) and found the Disable TaskMgr entry but that was set to 0. Run TaskManager.bat as Administrator if you use Windows 10, Windows 8, Windows 7 or Windows Vista.
